Might just be me but I use the Panda for short trips only and it never really gets warm but on start up especially on cold mornings the smell of fuel can be over powering and it seems since the dreaded E10 has been used.

Would such a thing cause the smell, was thinking maybe the cars not burning it right and overcompensating by turning the auto coke higher and burning/dumping more fuel than it needs?

Its because it's cold, normal in my eyes as the air fuel mixture is not right when really cold

Yup, rich mixture for cold start and some unburnt fuel coming out the back.

E10 has a different smell to it so you may have noticed it due to that. Has hint of propane about it to my snout.

Check the breather pipe on the underside of the air box. Probably has a split in it.

I posted about this recently. I've noticed it recently in a totally different car. I think a combination of E10 and cold weather means it is more noticeable now that it was in previous winters.

This is what it smells off! I was trying to think what it reminded me of

It reminded me of Parrafin a bit but not quite right, but you are spot on the money with Propane
