I get how 70mph to 60 woukd reduce consumption, as wind resistance squares with speed.But 20mph vs 30 - arent most csrs designed to be efficient at 30 (50kph) because that's a common speed limit in all of Europe? Will driving round at 20 in 3rd not just be similar to 30 in 4th but it takes you longer to do, so you emit very slightly less for quite a bit longer?
Would love to see some actual testing. They'd have to include the effect of the lower total car throughput of roads at lower speeds, because cars sat motionless idling are the worst mpg / pollution per m there is!

Time isn't a variable in the emissions per unit range. There's plenty of actual test evidence out there, it's it hard to find.
Pollution isn't just limited to exhaust pollution. Noise, tyres, brakes...

Trouble is the sheep now stick to 18mph everywhere which is enfuriating, especially on empty roads at night.
You see idiots trying to overtake cyclists but as both bike and car are now traveling at similar speeds the overtake, and danger, takes far too long.
It also results in impatient cars doing crazy overtakes of said 18mph cars on narrow residential roads.
I find it odd that in the main drivers are religiously sticking to these ludicrously low limits despite there being currently very few cameras.
