It seems that Rishi Sunak's definition of a rebate is to give us £200 and then take it back over 5 years. I would define this as a loan but usually, someone gets to make the decision whether or not they take out a loan. So Sunak is loading us with a debt many of us will not want. Granted, it's only a small amount, but I find this to be disgusting, underhanded sleight of hand that demonstrates the short term thinking that has landed us in this s

It is disgusting. There will be many that get to repay it without having the benefit of receiving it!

Can't you just overpay right at the start, send the power company an extra £200 so you will be square?

Technically, we are not getting the money, the electricity suppliers are. Then all electricity bills for the next 5 years will have a £40 excess. So if you are not paying for electricity this coming year, but will in the near future, you'll be paying out for something you didn't get.

The Council Tax rebate is totally separate. As I understand it everyone in England and Wales who pays Council Tax (Band A to D) will receive a rebate of £150 on their bill. This does not have to be repaid. The £200 will be credited to everyone's electricity bill in October 2022 and need to be repaid at £40 per year for 5 years from April 2023.
