Parking on footpaths - have the rules changed?

Where I live it's become fairly common place for cars/vans/tipper trucks to park wholly on the footpath where there are either SYL or DYL.

My understanding was that, outside of London, this wasn't technically illegal. However yesterday (Sunday) i saw a Traffic Warden issuing tickets. Is this new or has it always been in place but never enforced?

There were signs like the one below on poles djacent to the road but I thought they only applied to the road?

If it’s seen to be obstructing someone it’s illegal everywhere. Not potentially obstructing, actually.

Might even just be obstructing the warden.

Plus it’s a dick move anyway with prams and wheelchairs, let alone breaking up the paving and manhole covers that aren’t road rated.

Nope - they apply across the footpath too.

It’s actually always been illegal to drive on a pavement for anything other than access and still is.

In the absence of signs to the contrary, DYLs and other parking restrictions apply to the whole highway, carriageway, footway, verge etc. This has always been the case. If anything has changed it must be more rigorous enforcement.

It's a shame that enforcement seems to be a recent thing around here. The footpaths are well and truly shagged due to the weight of various cars/tipper trucks/transits being parked on them.

IIRC Derby City council has a bylaw which states specifically that the parking restrictions of the road apply on the pavement and grass verges.
If there are no parking restrictions you can park on either provided there is room for a double buggy.

Down in Birmingham up the A38 leading North from Spagetti Junction, the council have marked out the pavement for parking, on a Road that has no stopping for most if about 4 miles.
