Those are scratches and they aren't coming off.
You either tolerate it or get a new windscreen.

If it were me, I'd try vigorously rubbing a small area with vinegar for a few minutes, just in case it's some sort of lime deposit, and another with IPA in case it's something oil based. Just a small area, to see if it improves anything.

If not, then it's almost certainly mechanical damage.

At this point, someone will always pipe up about jewelleries rouge (a very fine polishing compound), but I'm yet to hear of someone successfully polishing out scratches on glass with jewellers rouge (but would be very happy to see someone's pictures showing that they managed it)

Definitely this.

If you're going to replace the glass resolve the wiper issue first. Usually old blades that then lean over slightly in use or the arm has been twisted slightly allowing the fixings to touch the glass.
