Not sure - it wasn't my hire car, and I didn't get involved as there were already too many cooks!
Got it back the next day, fully charged. The rental company admitted that they had previously had issues with customers struggling to charge them, which was why I posted to enquire if there was a technique to setting up the charger.
The guy who hired it was 'upgraded' in Geneva Airport, then driven to a Chalet in the French Alps with a parking space across a small lane and no easy access to a socket. Extension cables were used but there was always a red light on the transformer (for want of a better word)

Likely to be down to the extension leads. The “transformer”(EVSE) as you call it checks the quality of the earth connection and if it’s bad, won’t allow charging.Got it back the next day, fully charged. You are supposed to plug these things directly into a 13A rated outlet, no extensions and preferably not on a spur either.
