vinyl wrap pulling clear off

So i took some old vinyl stickers off my scooter panels and didn't heat them up enough and it pulled the clear off in spots. So i just sanded them down to smooth the edges and used wet/dry to get a very fine finish. Went to apply my new vinyl wrap and after watching costless videos of them pulling it back off the surface time and again to straighten it it seemed ok.
When i tried it the vinyl pulled off all the clear

What do i do now? sand down the panel and take all the clear off then wrap again or what? is it cheap crappy vinyl that does this?

Even with vinyl on that now it will look a mess. You need to sand the panel and re-coat it with clear coat. I suspect it was badly painted clear coat, that shouldn't come off even when pulling vinyl off it really.
