It's something like Tools, Accounts, go into your email account, somewhere in there you can specify what dial-up account to use. You want it set to none (or 'never dial')

Outlook should just use whatever connection is configured for Internet Explorer.

If you can don't mind changing your IE settings, then simply start internet explorer and go to Tools->Internet Options->connections and choose either "never dial a connection" or "dial whenever a network connection is not present".

The second one might be best to try first of all - but I've never had much luck with that.

Simpler option might be to simply select "work offline" if you are prompted to connect. (again, not sure if this will even be offered.)

It is possible to split outlook express from IE. Start outlook express and go to Tools->options->Connection. You should then see either that it is using the same connection as IE, or that it's been changed - in which case my earlier advice should still apply, "never dial a connection."
