Does that matter?

Legally speaking they can't weasel of violating the GDPR by saying you agreed to it and for organisations outside the EU/UK said law does not apply.

If you're privacy minded, you should already be running Ublock Origin and Privacy Badger at the very minimum.

If you activate the "Annoyances" filter lists on Ublock Origin that gets most of them.

To explain, blocking the cookies and blocking the cookie nags are two different things. The cookies have loaded before you even get the nag banner. So if even of you've blocked the offending cookie, you'll still get the pop up. Conversely if it's the cookie you want to block, get an extension/add on that stops it from even loading as well (like thbtwo I've mentioned above).
