Private parking fine enforcement action

Sort of at wits end on this one, Sep last year my car was written off and collected by the insurance company, foolishly i hadn't filled in the slip to transfer ownership at that time and did it later.
I was contacted by a private parking with a penalty charge notice, I sent an email advising the vehicle had transfered to the insurance company.
A month later i get another letter this time advising it would go to debt collectors.so I asked my insurer to provide a letter stating they had taken ownership of the vehicle and I forwarded on the letter on to the enforcement company in question along with the photo copy of the DVLA slip showing the new owner name and date.
I should state at this point it was past 28 days after the first letter had been sent, the company however are refusing to remove this from their books and from the debt collection agency as it is past 28 days from the first letter.
What is my recourse here? I'd rather not go through the bother of going to court taking a day off to essentially show what i already have and is there any way out of this?

Leave them to send as many letters as they like but don't throw anything away
When you receive a letter from a debt collector send them the same info you sent the PPC and tell them to refer the "alleged debt" back to the PPC and you will not respond to any further communication from them

The debt collectors will sent you 1001 letters chasing the debt. Don't give out mobile or home numbers and if they do call block them.
At this stage you are panicking over over. Some PPCs are litigious, others NEVER take cases to Court. They rely on threats to get people to pay up, and many do, it's their business model. It would also be highly unlikely for anyone to visit your property for the debt and if they do, tell them it's disputed, and you only want to deal with this in writing.
They have to take you to Court and win before they can take any enforcement action. There are 2 organisations you can escalate to - one is the BPA and the other I don't really care enough about!

so what date do the parking company claim the penalty charge notice was issued and what date does the ins company's letter state the car became their property?
in other words was the alleged 'offence' committed before the transfer date?
IIRC the "offense" was around a month and a half after the vehicle was collected by the insurance companyin other words was the alleged 'offence' committed before the transfer date?
