Closing A Car Insurance Claim

My mother in law borrowed my daughters car last year and had a minor accident. She sorted it all out with her insurance company as she had driving of other cars on her policy.
The car is insured on a learner driver policy. My daughter passed her test this week and I got some reasonable quotes on the internet. However when I got past the credit card stage I was asked to ring the insurer. When I rang it appears that there is an open claim on my daughters policy. This must have been triggered after exchanging details at the scene of the accident. There was no monetary claim on her policy and she wasn't even in the car at the time.
This doubled an already hefty premium which I paid as she wanted to use the car.
Is there any way to get this cleared off which ever database it's on? If so I can re-insure the car at half the price and avoid the same problem next year.
