Article says car impounded and license confiscated - but would this guy still be able to drive in the UK, being an English national?

Don't see why not as he's not been banned here, would need to get a replacement licence from DVLA for the one he 'lost'.

His biggest problem would be getting the car back if there's no-one with him to drive it back.

A few years back "two friends" were on the way to Le Mans and were both caught between 140-150mph.
Licence and €750 removed from both drivers, and luckily both passengers were available to drive the cars, otherwise they would have been impounded too.

Le Mans weekend complete, both UK drivers were eligible to drive in the UK after getting off the ferry. A few weeks later the licences came back from France, along witha letter confirming a 2 month driving ban, but no further fines.

At insurance renewal, I know that one "friend" advised the insurers of said indiscretion but it had no impact on the policy.

This happened to me some years ago.

Getting the car back would be the hard part.

He would be banned in France and if any then also countries that have a reciprocal agreement with France.

UK does not have such an agreement.
