Balance transfer 0% cards - transfer loans?

Can’t find an easy answer. With the various 0% credit card balance transfer offers, they are all aimed at transferring debt from other cards. Can they / any alternative be used to clear few small loans in the same manner? I presume not. But then I don’t know.

They usually do money transfer offers too, where cash is transferred to your bank account to use as you please
