Is there any way I can call a mobile or text a mobile UK registered currently in France so I pay the extra and she doesn't, if you know what I mean?

any uk registered phone in France receives txts free of charge. I have experienced this with several phone companies.

If they're going to be abroad for any length of time then it is worthwhile buying a local pay-as-you-go sim card.
