Fruits you sir!

Been travelling around a bit lately and once you get out of London huge numbers of lay-bys on the main roads are selling fruit.
Cherries, strawberries etc.
Is this a cartel? Like a closed shop (Gypsies) or can anyone pitch up and start flogging stuff?
Also it’s advertised as local and such but I’m calling it out as bought from Tesco’s and repackaged into cardboard punnets and sold at three times the price.
I didn’t buy any but I’m intrigued.

No idea on the closed shop aspect but used to live in a small town with a lot of surrounding farmland it was a pretty common sight to see people selling produce off the back of a van / on tables in a lay-by.
Would imagine most of it was grown locally and from memory it was cheaper than the buying the same stuff in the shops. Would imagine the farmers can sell direct to the public at a lower cost and still make a better profit than dealing with the big name stores. Bit like the "pick your own fruit" places, they know that people probably eat as much picking it as they end up buying but its still better than the tiny margins selling to supermarkets, also saves them the labour and other costs involved in picking it so bit of a win win for them.
Was a long time ago though and very much doubt they had permission to trade from the side of a road but nearest police station was 20 miles away so not much chance of anything being said or done.
