LPE1 Form

I am the freeholder for the flat I own (2 flats, upstairs and downstairs),. Upstairs are in the process of selling their flat and I've been asked to complete the LPE1 form. I don't remember ever being asked to complete the form in the past.

I am a little unsure of how to complete the form (particularly the Deed of Covenant) - does anyone know who i can seek help from on this form, I called my solicitor and they couldn't help.
