Water meter - compulsory for business premise?

Hi
Can anyone advise. Property is zero rateable value. Tenants have phoned me this morning to say Yorkshire Water have turned up unannounced to fit a water meter. I don’t want one fitting. I spoke briefly with the fitter on the phone who said it was a ‘cold call’ but it is compulsory that business premises have a meter fitted.
Can anyone confirm?
