Scotland car blocked in?

Quick question for my brothers sake.
Left his car on what looks like a public road (several businesses along it BUT there is a large gate which hasnt been shut in the 17 years I have lived here) over the weekend not blocking anyone just in the row of cars that are parked.
Came back to it monday to find 2 pallets either end of his car 1mm from the bumpers with large concrete blocks (probably 1/2 a ton). The garage in one of the businesses claimed it was there doing and its £100 to remove them.
This is the road he was on, no signs for private car park, private road etc.

He paid it as needed the car back but legally are they in the right or should he be making a complaint the police? Said he paid them on a credit card so is just going to try charge back.

Unless the rules are different in Scotland, it seems he may have been 'had' to me. 
The only sign on the building is for a fragile roof (unless it's changed since Sept 2021). Going back to the main road, there are no signs whatsoever at the turning in about restricted parking, or even that it is an industrial estate! You obviously wouldn't park too close to the Needlefield Depot sliding entrance gate, but otherwise, perhaps they've taken exception to a 'non-local' parking there?.....

Daft not to call the police as it was likely illegal to have something like them pallets on a public road, unlit and without reflectors etc.
I can’t believe anyone would pay that without calling or reporting to plod.
If they were concrete building blocks, why not just remove them from pallet one at a time?

It would be daft now, after it has happened and paid it. All he needed was a couple of trolley jacks and pull it out.I can’t believe anyone would pay that without calling or reporting to plod.

It is an industrial estate where the roads are almost certainly maintained by the local authority. Best to check with the highways department that that is the case. Do you have any photos of your brother's car being prevented from being used? If so, can you prove who blocked him in? I do not know exactly what the offence would be but you could speak to the council and police to see whether they are willing to do something but they are unlikely to get your brother's money back. Citizen's Advice may be able to advise whether it is worth going to small claims.
This exact location on the street is dated from 4 years prior the other photo. Obviously they cut the railings down to get parking on that road as the only other 2 building using that road are the railways, would make me think the road doesnt even belong to this business even if it was a private road?

Wow. That's a s
tty thing to do. I would have thought that a polite note would do the job, especially if he wasn't parking there frequently.Hopefully the chargeback route works. If he's ever in the area again, he should make sure that he doesn't accidentally drop a load of wood screws.

You and your brother should pop back round to see them with a couple of your pals. Alternatively parking in front of their entrance door could also work. If they are pulling stunts like that they deserve a bit of aggro. Add some expanding foam round their doors and glue in the lock too just because
