Guidance Required V55/5

Evening all,
I'm currently looking at buying a car which was originally registered in the UK, last year it was 'filled' out when sold as being exported but apparently current owner says VAT for Ireland was too excessive and he never exported the car.
Car has been in storage and used on odd weekends etc, DVLA records show the car as being exported. V5 record shows it being updated July 21
Has recently been MOT'd in the UK.
Now, I've never bought an imported car before and this is where I'm getting confused.
Now it's a car I'm interested in and have agreed a price in principle on the basis I thought it was going to be a straight forward sale based on it being a UK car.
Does anyone in lehmann terms care to explain what process I need to go through and costs involved if I do decide to proceed with the purchase of the car.

If its already been UK reg'd before its very easy. Just fill out the v55/5 pay the fee & attach a covering letter explaining the situation and that the car never left the country.
