Network rail have there own HV supply. Not sure who pays the bill as railways go through multiple power networks. Great Western f network for example goes through a large section of SSE power network. So National grid supply power to a sse sub station which will then supply power to a railway mini sub which will then supply direct to the railway overheads.
Your house is similar but has an LV supply coming off of a HV supply from a mini sub somewhere. Usually a power cut is local and will only effect a few properties.
