Every morning some little twat comes past my house with his windows open playing loud bass. Live and let live I hear you say, but at 07:15?
Who can I report him to?

No vehicle shall be used on a road in such a manner as to cause any excessive noise which could have been avoided by the exercise of reasonable care on the part of the driver.

Has been used by southern sea side Bibs to kerb noise by Chav drivers cruising.

Also have a word with the Environmental Health Dept of your local Council.
