Hi all

Looking for a bit of advice please if anyone's aware of this type of stuff.

In the event of a statutory noise complaint for an overly loud exhaust, what power does the council actually have to make the offender quieten the exhaust ? Can't imagine they can make someone fit a silencer ?

With any luck, the person with the noisy exhaust will get a Section 59 notice.

Surely all vehicles need to meet construction and use regs, so a lack of exhaust silencing will or could result in an un-roadworthy vehicle therefore opening the owner up to prosecution.

My advice don't be a dick put an exhaust on it.

Also runs the risk of overnight expanding foam being blown up inside the exhaust. If done often enough, money to continually replace the exhaust pipes runs out long before the can of expanding foam does

Funnily enough as I was awoken at 05:50 this morning I was thinking about expanding foam up the exhaust. Or a punctured can attached to a brick through the window of the French monstrosity (Clio with graphics over it, club something or other - are these noisy from factory?). Expanding foam Vs car interior would be interesting but I'd never actually do it obviously. Out of interest what is the interior volume of a 2010 ish Clio and how many cans would be needed to produce an exact mold of the interior...

to do a proper job I'd get an expanding foam kit from East Coast https://www.ecfibreglasssupplies.co.uk/pu-polyuret...
I reckon the 5.5kg kit would do the job, 11kg to have it squishing out the windows as well.

I love expanding foam, made many race seats and inserts out of it over the years!

It is infuriating.

I was in a similar position last year, annoying little scrote who parked underneath my flat had a loud exhaust on his car, and worked shifts, thankfully he stopped doing overtime so it became less of an issue.

He was unapproachable and even after complaining made no effort to do anything about it (as I expected).
And I was in the process of sorting something out with the council when he seemingly left.

Sadly this is really the only thing you can do, unless you want to take the law into your own hands, I could not make him change his car, work different shifts or anything else.

I don't so much mind noisy exhausts (although there's rarely any need for it), but what I really dislike is people tuning their exhausts to pop loudly on overrun. There are many near where I work, the best being a Mk6 Fiesta - almost certainly a 1.25 - that bangs so loudly it rattles the windows. The driver then sits at the lights, holding the car on the rev limiter before scorching away as fast as his 56bhp will take him.

Regular complaints to the local plod might see him pulled and ordered to fix it as well relieving him of a few quid .

Depends on council only some will deal with noisy exhausts not all do. Those that do tend to send warning letters, get the person reporting it record evidence time etc. possibly even install a device to record the timescales, usually then abatement orders (11pm - 7am) and if then it is pretty much court time.

Police C&U as no exhaust should be made louder than factory and still needs to meet the legal thresholds. The first does promote a bit of unfairness I feel though as it produces the curious result of sports cars and more luxury models being allowed to produce more noise than smaller ones (although I say that as an owner of a V8), but then I don't like fiestas or clios with baked bean tins on the rear either. There is also S59 as well.

You could also go down the private court route as well to get the noise stopped...

Having been recently in "conversation" with my neighbour (who is quite unpredictable) as she disliked the noise of my V8 in the morning in the week at 7am (literally a minute of getting it out the garage allowing my wife and dog to get in and then leaving) then it is worth remembering the above about different types of car (as some people seem so used to hearing 4 pots now and more exotic sounds odd to them) and equally being reasonable and not being overly "sensitive" is another feature. I did apologise to my neighbour in question, but was careful to add in a few phrases like standard factory fitted exhaust and I will try to remember to start in quiet mode where possible.

Noise nuisance is not an easy one ultimately....

Look up his reg on the MOT checker, at least then you will have a countdwon as to how long before it fails and it's got to be changed... biggrin

20 years ago, for neighbourly relations I changed the back box on my Impreza for a quieter one.
The combination of my electric garage door and the car backing out at 6:00am every morning was waking their newborn baby.

A year later, they moved so I refitted it and the new neighbour bought an Evo9GT, a few short weeks after moving in.
None of the other neighbours complained, although I never gunned it within earshot of home, as I was either warming up or cooling down the engine/turbo for the first/last few miles.

Don't expect it to fail an MOT. There are plenty of decatted, noisy cars out there that sail through MOT's because they know a 'friendly' tester.

Oh I do get neighbourly relations, I agree if I had modified it, but it is a completely standard factory system....I think my neighbours which mostly drive either:
1) 4 pot diesels
2) 3 or 4 pot petrols...

Don't understand the legislation does allow larger engines to be well, louder. I never gun it with mine, usually valves closed, they would have a heart attack if it was full valves opened.

Plus her husband did not support her having a moan...

We do have history of her being unpredictable with us as we are the youngest by some way in this cul-de-sac, so just one of them I guess...
