Oxfordshire Speedwatch Scheme
Discussion
Reported in my local rag this week......
Parish council chairman Peter Davies said " we used to use the Mini Gatso device (which could not be used to initiate prosecutions),but we signed up to the county council's speedwatch scheme, and now a man visits us regularly with a speed indication device. it just records peoples speeds and is not used for enforcement.
"It is frustrating, we would like a scheme where we could get prosecutions"
He said that 75 per cent of motorists driving through the village between 7.30am and 8.30am were over the speed limit.
Oxfordshire County Council speed reduction officer Steve Wood said, however the police would have difficulty securing prosecutions against speeding motorists.
He said "We could have significant problems if a motorist was caught speeding by a community volunteer, and pleaded not guilty. The Crown prosecution Service would not persue it."
Mr Wood said Oxfordshire County Council was hoping to work with Thames valley police, but not on a speedwatch scheme, like those in different parts of the country, where volunteers were given speed guns.
He said " We are hoping community volunteers will be able to use speed indication devices. If they see a driver going in excess of the speed limit, maybe in excess of 35mph, they would write down the registration of the vehicle. Another volunteer wopuld be based in a police station, and would write a formatted letter to the owner of the vehicle."
So it looks like we can piss all over these vigilantes :D
