I had a 197 Clio at a higher price point and it cost more to run than my Vantage, not even mile/mile, it did half the mileage and cost twice as much, ....it's since been replaced by a push bike, and hot hatch at this price will be thrashed/needing some love/big bills.
My money would be going on the newest small boring Japanese hatchback £4k gets you.

IQs have held their values well, I sold my IQ3 in pearl white which i had from new back in 2014 for £3900. Seat behind the driver isn't massive though if you're tall.

Best car I've ever had, hilarious to drive, even more fun than my model Y as you can thrash it and not lose your licence, its like a go kart, and you never need to do a 3 point turn. 65mph in 2nd gear, much quicker than the official 0-60 times suggest. Nothing on the road quite like it. I'm not including the rather st smart car. Perhaps the AMI, although its not 4 seats.

Honda Accord 2.0 petrol worth looking at. Reasonable enough performance if pushed, the EX is top spec with good leather seats, dual zone climate control, electric seats, sunroof, heated seats etc and being built in Japan (not Swindon) they are very reliable.

This one has a decent MOT history and reasonable mileage for age, plus you are £500 under budget.

Swift is a good, Mazda2 sport or Up!/Mii/Citigo maybe. I can definitely recommend a MiTo, i had one and it was a cracking car. Not sure I would have ever bought one new, but second hand they are cracking. Mine never went wrong was a lively drive and they stand out in a good way. Mine was yellow with the sports seats and the teledials, wish I still had it (was driven into and written off).

We've got a 2014 Swift, the 1.2 petrol which is pretty nippy because the car is so light. Had it about 4+ years now I think. The battery needed replacing. Err, that's it.

Your Kia that "blew up" at 90k, how well maintained was it??

All the cars already suggested are fine, to be frank nearly any car made in the last 25years can be reliable, cheap to run is all relative. Given the cheapest m240i in the country is £20k you are going to free up £16k to cover 3-6 months of winter heating bills, are you're expecting armageddon? Could you handle a £4k car that needs a £300 part in the first month without having a meltdown??
