Bike injuries generally look worse than they are. I remember finishing the Etape sprinting against a bloke who’d skinned most of his right leg in a crash - blood everywhere, but he was bloody nailing it right until the end.
Overall, they’re adults. Once you’ve established that no one is at deaths door and they have a working phone, let them get on with it. I’ve had massive stacks on some occasions - when you’re unconscious on the road, sure you need help. Bit of blood - call an ambulance if you really can’t ride home.

OP posted for posterity.
Be gentle, as contains controversy (at least to some).
Was on a classic car tour today, tulip diagrams etc., interesting twisty roads and in the middle of a downpour.
On a sharp downhill C road corner we came across about 6 or 8 cyclists, waving frantically. Turns out one of them had fallen off (badly - no broken bones but heavy bleeding from right arm and leg). Fortunately they had a full first aid kit, he was in one of those silver blankets and they’d bandaged the worst of the injuries.
We stopped having seen them flagging people, and in the end took him and one of his mates to a cottage hospital (closed for weekend!), tried the phone number (to local surgery, also closed), so took them to petrol station where they called 999. Absolute minimum would be multiple stitches. He was clearly in pretty deep shock, but him and his mate told us that they’d be ok. I didn’t leave until I was certain he hadn’t hit his head (no scrapes on face or helmet).
I *think* I did the right thing (I know I did in picking them up, but was a bit uncertain about leaving them at the petrol station), but I’ve got to say I wasn’t particularly happy that him and his mates had been there about 15 minutes and had tried to flag down about 25 cars, some of which ignored them, some of which stopped and then said ‘sorry, no’ and drove on. I know the cyclists should’ve called an ambulance (as should we), but people act oddly when presented with a situation out of the ordinary, and given our location it would probably have ended up with an air ambulance (location, not injury).
Blood has written off a floor mat though!

This. As long as someone’s called an ambulance and you’re not needed to press down on a wound that’s bleeding out then you can be off. Re: original post deletion
- what if it transpires that the cyclist was more seriously injured than it seems and driving him around was, in hinsight, a bad idea, and OP's legally infused friend/s suggest he should remove himself from the situation in all regards...
...are those good grounds to delete the original post?
