Is there a time limit on a provisional car driving licence? ISTR that for bikes it's 2 years, but I haven't seen anything for cars.

If you want your provisional license to cover riding a motorbike you have got to ask DVLA to add it on, If you don't pass your test within 2 years they remove it from your license.

If you have a car license you still only have 2 years to pass the bike test.

The police can book you for riding a bike without a valid license.

Just as a side issue if a 16 year old derestricts a moped and the gets pulled for doing say 40mph in a 30 mph limit he could get done for speeding, riding a bike whilst underage and not having the correct license,Due to the fact the he is riding a motorbike and not a moped
