Inappropriate behaviour from a Taxi Driver

I have a daughter who turns 17 soon, and works in bar:restaurant on Friday and Saturday evenings.
There are occasions when we are not able to collect her, and we have found what we believed was a reliable local taxi driver to use on those occasions.
Over recent trips his behaviour has concerned me a little, a few weeks ago he invited himself to the driveway to look at her car and proceeded to chat to her for about 20 minutes - he did try inviting himself in but she told him that her mother was inside with friends.
He’s shown her what he said is her house when passing (which I don’t actually think is his house) and come up with a couple of stories that I don’t believe.
Last night his greeting when she got in the car was ‘hello sexy’. It’s made my daughter uncomfortable and I think is something inappropriate to say to a 16 year old girl.
Clearly we will not be booking him again, but I’m minded to report his behaviour to the taxi licensor. I’m not sure if this is overkill or not?

I used to be a Private Hire driver. That behaviour should not be tolerated. Assume he is a proper driver with a plate on the rear, and a badge around his neck or on display inside the car?
If he's a one man band, report to the council. If from a Company, speak to the operator.
It's OK to have a laugh and a joke with some people, but that behaviour is crossing a line.

A report to taxi licencing is probably a good option.
Taxi drivers generally take taxi licencing contacting them pretty seriously as it's their licence to operate at stake.
Also if he's doing it to your daughter he's likely to be doing the same to other young girls in his car, I have two daughters myself so quite sensitive to this sort of thing

At one point a few years ago I did work for a taxi company and got to know a few of the drivers as they dropped off/ picked up cars.
One particular driver ended up in court for inappropriate behaviour with a 15 year old when doing the council contract school run.
Another was prosecuted for 83mph in a 30mph bus lane with three kids in the car.
A basic crb check for taxi drivers needs to be more stringent, it's very very easy to get licensed..

Unacceptable, especially in a public-facing rôle. Have a stern word with him or the company, or simply report it. Someone needs to be pulled up sharply concerning that. This is not the 1960s, and even back then, in a public place, a sharp slap across the face would have ensued, and the guy would be publicly humiliated (a risky response now probably).

Clearly, it would not be a surprise to hear that I did not hear him say it.Having said that my daughter is generally quite level-headed, and unlikely to have made this up.
