Lacquer Remover

Firstly I guess this isn't the right place to post this but I couldn't figure out where was and this place gets a lot of traffic so I figured it would get spotted and moved by a mod!
When my dad's car had a scrape touched up they over sprayed the lacquer onto the windscreen, it's fine in the summer but when it gets wet in the summer it's not so good, does anyone have any recommendations for products / methods to remove this?

Thanks all, he's got a razor blade scraper so he'll give that a try and hopefully it'll do the trick.
Soak the area (glass cleaner or such) as you're doing it, and it'll come off. No need for steel wool or lacquer. I get a few calls every couple of months from people trying to remove bird poo, ice or over-spray from the windscreen.
