I was given a bag of old tools from a garage clearance and buried at the bottom was the item photographed below.
To me it looks like it could be some sort of tensioner but this is purely my amateur guesswork.
Any information very gratefully received.

Maybe used to lock something in place or stop it from moving, like when changing cam belts etc.

In picture 1 the left hand / larger side spins freely by hand and looks to be held in place by a type of circlip.

In picture 2 the underside of the left hand / larger side is threaded.

I suppose the spinning part is used to thread this bit onto a stud or thread sticking out of a component, and the peg in the other part engages with some feature that stops this thing spinning, and the other spline is then used to turn the component. It seems like an unusually complicated solution to a problem that is quite common, but perhaps there is a belt tensioner or cam wheel somewhere that can only be got at like this.

iansp,
I took copies of your pics and put them into "Google Image", which searched for similar images on the internet, in the same way as Google searches for text.
It found one hit! And it's this:

Pretty good match, eh? But clicking on the link takes you to the site of a secondhand boat chandler in the US, and a totally different picture! Like this: https://www.mikescms.com/product/manual-windlass-5...
The label attached to the item is the same as that on many of the items they are selling, so it's somewhere on that site, but they have hundreds of items for sale. So please do your own search, by hand if necessary, or ask Mike's Marine Gear Consignment Shop In Ventura!

Good luck,

Very many thanks for your help - I have found it on the website you provided - apparently it is a windlass adapter which is part of a manual recovery kit for manually lowering / raising an anchor https://www.mikescms.com/product/windlass-adapter/

Well, stap me vittles, Cap'n!
I'd never have known it.

Just realised that clicking on a link on the original page that Google Image found leads you straight to it, as an "Accessory"!

How did it get into a garage tool bag? Are you on the coast?

Yes - I am in Poole so probably it was something kept in a tool bag that was originally kept on a boat.
