Tow car (light towing) under 4K

I recently bought a '98 Range Rover P38 with the intention of using it to commute and launch/move my 17ft boat. I'm now looking to change it, as its too thirsty and its costing an arm and a leg in maintenance and repairs. My boat weighs under a tonne, but I'll need something with 4wd to handle the slippery boat ramp. Replacement needs to be good on fuel as I will be using it for commuting, and must be reliable. I'm considering estates and smaller suv's. Any suggestions please?
Have you considered landrover's smaller offering the Freelander 2?
After years with a Discovery 2 I changed to a Freelander 2, tows our twin axle 1500kg+ caravan with ease. They are much much better reliability wise than normal LR products basically designed and built during Fords ownership at Halewood using a lot of Ford parts. The engines are PSA group. In 5 years of ownership only issues have been a split intercooler hose and a tailgate switch needing replaced. It going to need a front wheel bearing in the near future but at 96000 miles I think that's a pretty good record. Mine is an Sd4 so auto which averages 33 mpg. 40mpg is achievable on a run. Manuals would be high 30s average.
