I barely had time to get a pic a few minutes ago....so this is not great to say the least. :Location was Toronto and it appears to have a plate...

It looks a wee bit like a Coyote kit car.

A s you say, it's a lousy photograph, but the fact that it's the wrong side of the Atlantic, the stacked headlights with indicators above them, the suggestion of a bonnet vent, and what appear to be chrome over-riders each side of the radiator intake suggest to me that it might be one of these (a VW Beetle-based Elite Laser 917):

I think we can safely say that is a done deal - the chrome overriders are a pretty unique feature that seals it I would say.
