Used car under year old what VED is applied

searching online and can't seem to find anything that clarifies this scenario as VED is only described Year 1 then Year 2-6
Person 1 buys car and pays the OTR price which includes 1st year VED at high rate based on emissions approx £1500
Person 1 sells car back to dealer after 6 months. Do they get a VED refund? (I guess they do but unsure)
Car is currently sitting at dealers untaxed (verified online)
Person 2 wants to buy the car from dealer after 9 months.
What rate of VED does person 2 pay, does this just start at the year2 onwards rate of £165 + £355 (above 40k) or do they have to pay some form of pro-rata rate of the year1 VED rate base on emissions?
