32mph in a 30mph

Are we still of the collective mindset that there is no way someone can get a letter for speeding doing 32mph in a 30mph?
I'm a member of a local residents group on FB and someone is adamant they have been given 3 points and a £100 fine for doing 32mph and were moaning about being told they never received his paper license when he sent it off along with the letter.
Trying to ask him them for a redacted copy of the letter but not sure if I'll get one...

Bet it was 32 in a 20 limit/zone... Do you know the road/site? I'm not arguing the fact it's speeding, I'm sure in every thread that's popped up in the last few years posters have always said, including agtlaw, that they never believed it to be true and no one has proved they received a letter for 32mph in a 30mph.OutInTheShed said:

You might think that, but the tolerance on speedo's is +zero, minus some.If the plod measures your speed as over the (limit plus tolerance), you can be nicked.
There will always be an uncertainty in a measurement.

A vehicle speedo is NOT permitted to under-read, however it is allowed to over-read so most manufacturers build in a safety net and set them to over-read slightly, less over now than in the last century. The tolerance you are talking about is exactly the point of this thread. The police will allow a tolerance over the speed limit before they prosecute. This is not because of any errors in their equipment, the equipment is regularly calibrated. Yesterday I was in a garage for my car MOT. While there a man came in, claimed to have been done twice for 31 in a 30 zone. I know the fixed camera location. He was also whinging about being held up by a car going “too slow”. Came across as a bit of a NOB.

To the best of my knowledge, a person wouldn’t get reported by a camera (fixed or mobile) for 32 in a 30.
However a police officer could report someone for 32 in a 30, essentially making reference to NPCC (formally ACPO) guidelines and justifying why they have defied them.
An example could be snow/ice on the road or thick fog.
A defence solicitor may make reference to this in court and try a line of defence, but ultimately a person could still get convicted.
