A friend, who I know is not a bullstter, was caught doing 34 mph recently by one of those now ubiquitous electronic speed cameras on poles, riding his commuter bike on the Embankment (formerly 40 mph, now 20 mph).

He tells me the fine was £900 (possibly income related) and FIVE points to add to the three he already has. He thinks that the tariffs may have changed - does anyone know for sure?

Was he offered an FPN / Course, didn't take it and then went to court?

How did they ID him?
Commuter bike I assume is bicycle?

I would think so as no cyclist has visible ID ( reg plate).

And even if they did, or cyclist could be identified, they couldn’t get done for speeding as speed limits do not apply to bicycles (pushbikes that is).

Where and when was any part of the Embankment 40mph? Plus the signage along there for the 20's really clear, and its been the current speed limits for an age.

I think it was a 30 back in the 90's, but it has been a 20 for a bloody long time now and I don't recall it ever being a 40!

Also, by "those now ubiquitous electronic speed cameras on poles" do you mean the speed cameras that have been there for donkeys years under Waterloo Bridge, or the newer but still about 10 year old cameras by Blackfriars? The Police occasionally have a bike officer sat with a hand held device opposite the Met police car park but other than that there haven't been any new cameras in that area for a very long time.

When I lived in London in the 90s it was a 30 limit, I honestly cannot see why it is a 20 now.

I do remember driving down the embankment on Christmas Day morning at 6am, it was absolutely deserted (of course) yet all of the pedestrian crossings were turning red despite no one being around to press the buttons. That was the first time I realised they turned red to slow traffic, not just to allow pedestrians to cross.

34/20 mph is usually a £100 Fixed Penalty with 3 points. The case is dealt with by the police without reference to the court.

I’m surprised this was dealt with with by the court - presumably via the Single Justice Procedure.

If court proceedings are instituted then 34/20 mph would often be 5 points. There is a fine of up to £1000, but income is taken into account and after pleading guilty at the first opportunity the usual fine is two-thirds of net weekly income.

I suspect the fine mentioned is actually fine, costs and surcharge.

Anyone know how they apply this if the offender has no weekly earned income - would they base it on the state pension as the only income? Not been done, just wondering.

Deemed £120 net p.w.
