For my Euro 3 petrol car, I've found that the England & Wales ULEZ schemes view it as compliant, presumably based on the type approval emissions data as found on the V5 e.g. NOx<0.08g/km. However, it looks like the upcoming Scottish schemes will just require Euro 4/6 with no workaround for compliant earlier cars. So I'd start by seeing what the requirements of the ULEZ schemes are that you are interested in - some, like the E&W government checker, allow you to type the registration number in to check compliance.
