Video edit software that does pic in pic

I'm after a package for windows that will do video editing an allow pic in pic (scene in scene) or split screen. Any suggestions?

The Pixelan SpiceFX package for Windows Movie Maker ads some rudimentary pic in pic (along with a host of other stuff).

That being said, with the multi track capabilities and chroma key effects in Adobe Premier you can do it right out of the box with that piece of software.

pic in pic is just a form of chroma key.

Pretty sure I can do it in Final Cut Pro, been a while so i will have a poke around in the morning and report back.
