I saw no mention of ineptness
I would hazard a guess that there is some policy in place for HATO's tat may be considered an inconvienence
They do seem to travel at 56 mph on the nearside lane which does cause a stream of brake lights when drivers notice the livery.
However I do consider them to be a positive benefit.

I don’t know what their instructions were, nor what protocols they are required to follow, so I would not call them inept. But they seemed to be enjoying a little too much being able to hold the entire motorway for twenty minutes for an obstruction in lane 3, which was still there when they released the traffic. Keeping the traffic moving seemed to be well down their list of priorities.When it was still HA in 2013 I remember so who was anti them, he reckoned it costs 500k a year to run to TOs and a Disco, I assume that allows for On Roads Managers.
Now of course a lot are single crewed now.
There is a lot of politics involved and with anything when the senior managers salaries get out it causes issues.
Roads policing on some stretches of so from management of incidents, they are helpful. Some are super nice but you do get the odd one who acts like they some sorts of roads policing inspector, we had a deputy on roads manager who used to make a fuss when loading gritters H&S dictated we close the road in and out of the depot and one guy got a call wacked his ambers on and air horned it for the the gritter to move lol
