Evening all.
Pretty cheesed off with my self.
Just received a PCN from Heathrow for when I dropped my son off on 4/12/2022.
Date of notice was the 14/12/2022.
So, I had 14 days from there to pay £40, or £80 by the 9/1/2023, (28 days)
Thing is, I didn’t receive the notice until 31/12/2022, so 3 days after the 14 days.
I’ve sent an email to explain this under the appeal system, will ring them tomorrow.
Hopefully, only have to pay the £40, but whatever, my fault as I bloody forgot to log on to pay the £5.

Seeing as the post was late due to the strikes, what could be my options.

If I have to pay £80, so be it.

What are peoples thoughts please.

Would be interested to know.

Probably too late now, but I assume this is from a third party company rather than Heathrow? It would be easy to fight unless they're trying to use airport bylaws (and I'll bet they're not), but if you've already contacted them and identified yourself as the driver then you're probably going to have to pony up.

Come back and let us know what you said in your e-mail; I got one of these cancelled altogether for a relative that took a wrong turn and am happy to offer advice if you haven't admitted you were driving.

Thanks for that, appreciate it, but already said I was dropping my son off, also obvious I was at the drop off area….!!!!!

Probably just pay it & put myself in the corner to kick my own arse.

I took a taxi to Heathrow recently and my driver told me that the first time he was fined, he called them saying he didn't realise he had to pay and they let him off as it was his first offence. I don't know if that was very early in the scheme, but it's worth a try surely?

It’s the quick drive in at the terminal, drop off & go.
I forgot to bloody check & pay when I got home.
Now because of the late post nowadays it’s over the 14 days to only pay £40 (half)

I could try that, but I will offer to pay £40 seeing as it arrived over that 14 day deadline.

Only just got some bloody Christmas cards on the 31st also.

Doesn't matter if you were at the drop off area, the whole PCN is borderline fraudulent on their part - the airport is covered by bylaws and they should be using those rather than trying to use something akin to a private parking charge.

Unfortunately having already named yourself as driver you've lost an easy way of avoiding paying anything. Best bet now is probably to grovel and say you weren't aware of the charges, offering the £5 you should've paid. Failing that, push for the discounted rate - they should know better than using Royal Mail in the middle of well-publicised strikes around Christmas and you shouldn't lose out as a result of their incompetence. Good luck!

Thanks for that, I will try the £5 approach, but more chance of just paying the £40 really.

For the record, whenever I've gone past the initial period of a PCN, I've only ever sent the initial amount of the ticket and they've never come back asking for the higher amount.

Oh right, you mean just £5.

I’ve started a challenge so I will wait to se what they say, could take up to 35 days.
Hopefully only have to pay £40.

Or they could say just £5, seeing as the post was late due to strikes.

At the end of the day, I should have just paid the £5, but being a cheap skate, i thought I wouldn’t, what an idiot.

The issue with that is if they decided to pursue you for more monies you can’t dispute the charge as partial payment 8 would suggest means you accept the breach

Pepipoo is your friend here. I got two of these post COVID when I genuinely did not realise what I had done. I did refuse to name the driver, lost the appeal and thus far no further action has been taken past some letters some months ago. Please don't consider this advice but you will get a better answer on that site as there are loads of people caught.

My opinion based on no data whatsoever is that the operator doesn't want to test this in court and don't seem to aggressively follow up.

Oh well, had a reply from my appeal, they have not waivered the charge, as everything they done was in accordance with blah blah blah blah......
So they allowed me to pay the £40 even thought it was over the 14 days for the £40 payment originally.
At least they didnt ask for the £80, which they could quite of easily done.
My mistake at the end of the day, live & learn.

Not posting to wind you up as I missed this first time round but hopefully it will benefit someone else. I had the same fine in November 2022, if you have a look on Moneysavingexpert there are form letters for this which I sent and they cancelled the fine. Apparently it isn't enforceable because the roads are under Airport bylaws or something (ie not the old parking loophole that has been closed years).
