Morgan Three-Wheelers, primarily with the VSCC. Some of their races require a passenger, who either hangs out the side, or lies flat on the floor (interesting/brave/stupid, if you've ever seen them).
Though strictly speaking, these may be classified as bike races, as the Morgans live in a grey world of their own, acting as both bikes and cars. I am pretty sure that when they run passengers, they are defined as bikes, and both driver and passenger wear leathers.

i may be making this up but I am sure the Uniroyal VW beetle championship ran a race with passengers. It may not have been in the UK and I could be making it up but I'm sure i read it in autosport... try a google search.
Minardi famously hosted a race with their fleet of five two seater F1 cars at Donnington which ended in chaos as two cars collided, I think Mansell was in one!

Identical specially built VW/Audi powered space frame cars with a mid-mounted 130 bhp engine and lightweight VW Beetle type body. The cars weigh only 700 kg. have great handling. and high levels of reliability. And of course all cars run on Uniroyal RainSport tyres.
Two-seater cars will be available in which passengers can actually go out during the race under strictly controlled regulations. Full hospitality is provided for every race team throughout the day.
There is the Castrol Haugg Cup in Germany, in which you are allowed passengers.
All cars are on the circuit together and it begins with a rolling start. It's more of a time-trials-race-mix-thing, where you need to set a target "slow" lap time, then do 3 very fast laps, then one more target "fast-ish" lap time, then one more fast as possible lap. Then you come into the pits, change driver and they do the same.
You get penalties for each second too fast or too slow outside the target times. Those penalties are added to your fastest lap. Lowest laptime including any penalties is obviously the winner. As it's not tooth-and-nail racing, cars are rarely damaged. I've done a couple of them at the Ring, but not with a passenger aboard.
