Bonded Warehouse Procedures

I provide ad-hoc consultancy to an SME on a variety of subjects, and they have asked me to look into what's involved in setting up a bonded warehouse. Part of their business involves shipping customers' goods between EU countries, and at times that will transit the UK before going back into the EU, so having this in place may be beneficial for all parties.
Having looked at the requirements it seems fairly straightforward, and they would be able to comply, but a prerequisite of the application process is to have "written procedures" in place. There's no detail available of what is actually required for that, but I take it to mean written procedures for the handling of goods which are going through the bonded facility?
Can anyone shed any light on that? Or even point me at some templates? That would be really helpful.
