Sentence 4 years 8 months, disqualified for 5 years 3 months. Seems a bit on the light side for this?

-80mph in a 30 limit
-hit a guy, and left him lying injured/dead in the road
-had 10 convictions already, and was disqualified at the time
-no insurance
-torched the car afterwards
-probably drunk or high since he refused to provide a specimen once arrested

With a guilty plea and the lowest level of this crime then it looks like a 3 year sentence and 5 year disqualification is the bare minimum, with 14 years imprisonment being the maximum. However Level 1, as described below, apparently has an 8year minimum. It's hard to see how driving without insurance, in a mates car, at almost triple the speed limit and then fleeing the scene and torching the car doesn't amount to level 1 - I should probably take a note of this chap's solicitor in case I ever find myself in a dire situation.

The most serious offences encompassing driving that involved a deliberate decision to ignore (or a flagrant disregard for) the rules of the road and an apparent disregard for the great danger being caused to others

A Starting Point isn't a minimum. It's a starting point. A provisional sentence.

The judge plainly took 7 years as his Starting Point and applied a one-third discount (i.e. full credit). Therefore, 4 years and 8 months. There's nothing remarkable about that and his solicitor (you probably mean counsel) didn't achieve an amazing outcome.

The maximum sentence for CDDD is life (not 14 years). I don't know whether this offence was before the maximum was increased to life. The change was not retrospective. The sentencing guideline on the SC website is inaccurate as the level 1 range should read 7 years - life.

You say "only 16 years" but it makes the sentence in the the OP look ridiculously lenient.
