Saw this deal and wonder if there are better Model Y leasing deals out there?

£540 a month, seems about right .... virtually no decent / cheap lease deals as there is minimal oversupply and money rates have ramped.

Looking at this the other way; 13 grand to do 10k miles?

That is about right for the prices although the mileage is low. I would be wanting 10k a year for that money.

Looks like the supply situation is changing quite significantly .. Tesla UK now have over 400 new Model Y in stock, with presumably more to follow. The price of new Tesla cars is a little higher compared to Europe, which I think also gives them some room re finance costs, so I think the time is right for Tesla to put forward some decent lease deals and take a chunk more market share.
