Are we missing the point? Of course you may overtake in the Hindhead Tunnel, but the question was 'can' you overtake?'.
To which the answer is obviously that it depends on what you are driving, what you are trying to overtake, and the behaviour of the driver being overtaken. You probably cannot overtake a Ferrari if you are driving a tractor.

The length of lines on a dashed line represent the hazard level. It seems they consider Hindhead Tunnel extra hazardous 
(Either that or - and I suspect this is the case tbh - that it's too difficult for them to paint near the road studs for some technical reason, but oh well take advantage!)
If it really was no overtaking it would be two solid white lines either side of the cats eyes. A solid line on a single side is telling that side it can't change lanes / overtake. This is (probably) trying to encourage you to stay in lane to reduce accidents from either poor overtaking, poor driving by the overtakee or bunching by the otherwise middle lane owners.
This is not a debate I would want to have at the side of the road though...
