Sound proofing windows - curtains?

We might be moving to a beautiful flat, which backs on to a venue sometimes used for weddings. Whilst they aren’t normally loud, we would still like to look at sounds proofing options. I’ve seen sound proofing / thermal blackout curtains which look like they will cut down on heating costs in the winter etc… (similar to the types hotels use).
Anything else I can look at?
One small point, the flat has protected status? Which means we can’t change windows etc, but can add things to the inside of the flat.

Can you change the glass? Is it double glazed?
I learned that the way to block noise is to have the two panes of glass in double glazing to be of different thicknesses. Each filters different frequencies so it becomes more effective to have say 6mm and 4mm, than triple glazing using 4mm 4mm and 4mm.
You need density to block sound. Thick curtains probably won't do a great deal, but may help with warmth and light of course.

We had some sound issues, and got tightly-fitted thick oak shutters made up for each window by a local cabinet maker, mounted on the wall around for the thinner walls in our house, and into the rebates on the thicker stone walls.
Cuts loads of sound out, and they have the added bonus of being effectively total black-out, which I like as I wake very early with the light in summer.
Wasn't much trouble for him, or particularly expensive, it was basically making sets of cabinet doors with a simple frame rather than the rest of a cabinet.
