If possible try and remove any rust pitting rather than convert or encapsulate it.Grit blasting being the best option, if you don't have one there are cheap ones on ebay that will do the job, something like this,they work surprisingly well on small areas.

The only rust product I use is Bilt hamber hydrate 80..... I then use epoxy primer.Follow this with a finish of your choice
