setting up a secure chat room

if i was thinking of setting up a secure chat room based on only allowing people to join from certain IP's whats the easiest way of doing this? do any of the big services like yahoo groups do this?

edited to say by chat room i mean forum like pistonheads not instant chat..

You could use a script for a forum/messageboard.. then disable all new registrations.. just create accounts for the users you want to grant access..

You can do this with any Forum..

Bear in mind that some (if not most) users will have dynamic IP's (unless of course you are targetting a specific set of people) so restricting entry by IP only could prove problematic..
