Hi
Wife picked up a PCN today but had a valid ticket on the car, displayed in windscreen etc. I've redacted the reg & part of the PCN number on on it.

Here's a pic of the PCN and the parking ticket side by side. Offence says "parking charge not paid" when it appears to have been.

I'd just appreciate another few pairs of eyes checking that I've not missed something before I appeal it, in case I've missed the bleedin' obvious.

Looks fine to me. Start time on ticket = 12:15. End time of ticket = 13:15. Time on penalty notice = 12:26, 11 minutes after the point at which the ticket became valid and 49 minutes before it was due to expire. So, unless the ticket wasn't actually visible they've screwed up.

ETA:
The ticket says "Orwell Street South". The PCN says "Upper Orwell Street South Car Park". Was the ticket bought at a machine that applied to a different part of the car park to the location where the car was parked?

That's what I thought might have been the case, maybe it wasn't displayed in the windscreen, but the Mrs said it was clearly visible.I guess I'll appeal and see what comes. I did wonder if there was a code or maybe the wording would have been different if no ticket was displayed , or if he just misread it.

Yes, the ticket was purchased in the same car park the car was in there are 2 car parks ( Upper orwell St North and South close by each other (well ,3 if you include the NCP) but it was definitely the right car park, 3 spaces away from the machine she used !.

At least they've sorted out the signs now.
There used to be loads of confusion with the NCP carpark. No proper fence or anything and people buying tickets at the nearest machine but not the right parking provider.
Used to come out of the theatre and see loads of cars with tickets on, and confused looking punters.

Yes, it was well overdue and I've also seen a few poor souls getting tickets. Myself and the wife use both the car parks regularly, as we do a weekly shop at the local Asian food store. £1.50 for an hour isn't too bad considering what NPC next door charges.

I can't for the life of me work out why the PCN was issued though. I've gone through the appeal online just now, uploaded 3 photo's for evidence and will await the result, I was just wondering if I'd missed a glaring detail on the ticket, which I don't think I did.

Apart from the car parks have different names which may be that you bought a ticket from the wrong machine?

Must admit I always try and use pay by phone car parks as you have much more chance of getting it correct first time!

Did you take a photo of your photo in the windscreen? Hope they have a photo of the windscreen

There are 2 car parks, North and South, so no confusion over getting the wrong ticket, however as BM Eccles said, people have purchased tickets for NCP and parked in the council car park and vice versa due to there being poor signage and copped a ticket. We've been using the car park for years , it is definitely the right ticket for the right car park, I just think the wording on the PCN is slightly different.

Wife didn't take a photo of the windscreen, (I mean, who does nowadays?) and the ticket was clearly displayed (she tells me). If it wasn't then I think there might have been a different "offence reason" such as "Ticket not displayed",

Oh well, I'll just wait until next week to see if my appeal is accepted. The ticket is valid for the duration of the parking, so I'm not missing anything obvious, that was really my only concern.

It looks to me like an easy cancellation.

Just one observation - I can't remember the last time I parked where it wasn't a requirement to input your reg number and have it printed on the ticket. I don't see a reg number on the ticket - apologies if I missed it smile - which could allow them to claim you borrowed the ticket from someone else.

Yes, the machines in both the car parks don't require reg numbers (unusual nowadays), that's something I'd not considered, (we're talking Ipswich, we still think digital watches are a pretty neat idea smile ) but the ticket matches up to the debit card the wife used to pay for it (the last 4 numbers) so I guess it proves she purchased a ticket at that time, plus there's the purchase record on the app statement. If it transpires it was not clearly displayed in the screen then it'll be a lesson learned, but tbh that's an unlikely scenario.

The NCP next door does require number plate entry - great fun of an evening when 2 of the 3 machines don't have illuminated keypads..
You'd think they could afford to fix them, given they charge £7 for an evening's parking...

Put the ticket back on the dash and go out and take a photo now.

The signage in this car park isn’t exactly clear, I parked in this car park yesterday and used the MiPermit app and wasn’t exactly clear as both north and south appear to use the same entrance?







Is the north one where the co-op garden centre was the last time I came into Ipswich? laugh (big slab of tarmac on the aerial shot)

I've "edited" your pic to show the 2 different car parks. They use different designations on the tickets as I parked in the North today!.

Yes, North is where the old Garden Centre was (just up and from opposite where the old General Gordon pub used to be,... smile ) South I *think* is behind the old "Bazooka" gun shop (now demoloshed) and Bowmans fishing shop was on the other side of the road...I'm getting all nostalgic now haha. NCP is the biggest of the three, nestled between the two and as BM Eccles mentioned, the demarcation between the NCP and the South was, at best, sketchy. Add into the mix the Disabled parking along Upper Barclay Street. and it is just confusing, I've known people to drive into the NCP, out of the other end and park in the North Car park, and get a bill from NCP for parking!.

Entrance to both is off Upper Barclay Street. That's IBC for you. We walked past the old Co-Op today, it's a sad sight now, and will probably end up going the way of the DoDo before long. Sad to see it is such a poor state.

Well, I had a very polite reply from IBC this afternoon telling me that the ticket (PCN) is now cancelled.

I will of course tell the wife I've actually had to pay the £50 so it's an advance mothers day gift. When opportunities like these present themselves, it's always good to take maximum advantage biggrin

Thanks for all the replies Gents, it added a bit of excitement to an otherwise wet, windy and mundane weekend.

They're humans, they make mistakes. I received a valid one (taking the piss and parking up for the rugby) and duly paid it. Received a scary letter yesterday telling me I'm a scoundrel and I owe them money. One phone call later and an apology for their system being tonk.
