Putting a private plate on a ca - do the DVLA update TFL etc

[T5GRF]

I’ve bought my father a private number plate. When doing the transfer with the DVLA online would they update the registration records held by TFL for the congestion charge or the dartford crossing toll account?

No, you will need to do that yourself. TFL have nothing to do with the DVLA.
