I have a question regarding a SS ISA, which is now larger than the FSCS limit.

I want to transfer enough (cash or units) to bring me under the compensation limit.

Is the fund covered or the provider?

Don't worry about the limit with S&S. The FSCS is only for covering the cost of winding up the platform provider if they go bust and unless you're with a small shady company then it won't be over £85,000 per person. The holdings themselves are nothing to do with the FSCS limit.
