Which airlines for UK/Italy allow dogs in cabin?

Pets in the cabin
You can bring 1 cat or dog with you in the cabin when travelling in Economy Class, or when travelling in Business Class within Europe.
Lufthansa:
Lufthansa also reserves the right to apply even stricter regulations where necessary and refuse bookings on certain routes (such as to the UK, Ireland, or Bangalore in India, for example) to exclude the animal from travel.
So it looks like the only way is if you have a service dog:

Due to entry regulations into the UK, you will need to ensure that you have contacted and received approval from the UK animal reception centre at least 72 hours before prior to your flight. Failure to comply with this requirement may mean we are unable to accept you for travel back to the UK.
